Walsh Misleading with TV Ad

This is just incredible, Jim Walsh is so desperate that he has already resorted to misleading voters. Among the batch of ads, is this one (thanks to House Race Hotline, subscription required, for the script):

SWIFT: "Just after birth, Danny tested for hearing loss and we got the help he needed. But ten years ago, he wouldn't have even been tested." WALSH: "A decade ago I learned babies weren't being screened for hearing problems. Undetected, hearing loss can have an irreparable impact on a child's development. So I wrote a bill, creating a nationwide screening and intervention program. Then, only 3% of newborns were tested. Today, that number's close to 100%"


This is a nice feel good issue, now 100% of babies are being tested thanks to Jim Walsh, right? Well we have to take a closer look at the ad:

He wrote a bill, unfortunately that bill never became law, so no infants were helped as a result. In 1991, 1993, 1995, 1997, and 1999 Jim Walsh introduced the bill, but not once did the bill ever make it out of committee.

Is Jim so desperate to give voters a reason to re-elect him that he has to mislead them about his legislative record?
